Key dates for DeCA compliance in Spain.
DeCA Mandatory in Spain
The Administrative Control Document (DeCA) will be mandatory for all national road transport in Spain. It will be required at roadside inspections and routine checks.
DeCA Technical Resolution (BOE)
BOE publishes the definitive technical requirements for DeCA: native PDF format, HTTPS URL, integrated QR code and mandatory data according to Order FOM/2861/2012.
Mandatory: October 5, 2026
From October 5, 2026, all national road transport in Spain must carry the digital DeCA. No extension or grace period. Penalties up to 6,000 and possible vehicle immobilization.
What is DeCA?
The Administrative Control Document (DeCA) is a regulatory requirement demanded at roadside inspections in Spain to verify the legality of national transport. This document, integrated into the Sustainable Mobility Law, will be mandatory from October 5, 2026.
Digitizing DeCA allows carriers and shippers to comply with the new regulatory obligation simply and efficiently. With Cargoffer, you can generate, sign and archive your DeCAs from any device, reducing administrative burden and eliminating the risk of non-compliance penalties.
